Summary

S. Pestsov. Russian-Chinese Relations: External Interpretations and Assessments

The paper is devoted to an analysis of how modern Russian-Chinese cooperation is viewed and perceived by other regional and global players. In the modern, increasingly interconnected world the effectiveness of the foreign policy strategy of any state is determined not only by the degree of its rationality and validity, but also by the ability to ensure its adequate perception by other members of the world community. In the case of the Russian-Chinese partnership, as the most general review shows, there is an obvious discrepancy between its perception and public representation by the participants themselves, on one hand, and the interpretation by a significant number of other international actors, on the other.

A. Afonasyeva. About Chinese Business in Russia and Prospects of Its Participation in the «Belt and Road» Initiative

The article discusses some aspects of business and project activities, identifies the interests of Chinese large and medium state-owned and private companies, small and microenterprises of Chinese migrants, as well as Chinese individual entrepreneurs in Russia. The author concludes that all these companies and individual entrepreneurs, which positions in Russia become stronger from year to year, will be the main subjects in the construction of Russian part of the «Belt and Road».

M. Alexandrova, Han Xue. Formation of the Beijing – Tianjin – Hebei Economic Region

The Beijing – Tianjin – Hebei region occupies an important position in the Chinese economy, its development became a state strategy in the 12th five-year plan period. The authors examine the historical background of the formation of the region, the mistakes made during the transformation of its functional administrative units, show how the situation worsened on the eve of the XVIII Congress of the CPC and the transition to the concept of «new normality», which required the adoption of important political steps. In 2014 the Program for Coordinated Development of the Beijing – Tianjin – Hebei Region was adopted. The article analyzes the content of the Program, the features of the functionality of each constituent administrative unit within the region.

V. Chuvankova. Stimulation of Small and Medium-Sized Businesses in China in New Conditions of the Global Economy

The article discusses the role of small and medium-sized enterprises in the economic development of the country in the new conditions of the braking economy under the pressure of external challenges and internal difficulties. Its economic and innovative potential and priority value in ensuring balanced and sustainable development of the country, expansion of employment channels, improvement of living standards of citizens are shown. Specific measures aimed at creating a favorable business environment for medium-sized, small and microenterprises, including target tax cuts and reduction of monetary fees, simplification of the procedure for trade and industrial registration and obtaining financial services, reducing the threshold of access to domestic and foreign markets, increasing investment and innovation activity, unlocking the potential in the field of consumption and employment are traced.

N. Koledenkova. Development of Chinese Advanced Manufacturing Industry

The article deals with the problems of development of Chinese advanced manufacturing industry. The main directions of the increase of innovative potential of the branch are analyzed. The role of the investment process as one of the most important conditions for the transfer of the manufacturing industry to a new technological level is studied. Particular attention is paid to attracting foreign direct investment to China for the development of new strategic industries.

S. Sazonov, K. Petrunko. The Role of Chinese Transport Corridors in the Implementation of the «Belt and Road» Plan

Laying road corridors to Europe has established itself as an important link of two global projects announced six years ago by Chinese President Xi Jinping — Silk Road Economic Belt and 21st Century Maritime Silk Road, or «Belt and Road». These projects promise to stimulate international integration and economic development of many Eurasian countries. The authors of the article intend to show the motivation and practical steps of China’s leadership to develop international trade through road infrastructure networks.

G. Bulychev, I. Korgun. Sanctions and Their Implications for North Korea’s Trade and Economy

This paper deals with effect of UN sanctions on DPRK’s national economy and foreign trade. It is shown that civil, humanitarian spheres and light industries were hit the most by sanctions while unobserved trade seems to have suffered little. On the contrary, sanctions lead to expansion of sectors linked to illegal trade. North Korea is compelled to look for alternative ‘grey’ routes for its foreign trade operations building its own trade chains that are supported by adequate logistics and financial infrastructure. This leads to the need to spend efforts on finding illegal access to international markets and the inefficiency of the economic system as a whole. The authors believe that it would be more effective to create such a restrictive mechanism that would allow the DPRK to carry out economic transformation through international trade and thereby eliminate the reasons for its provocative actions.

A. Teleshevskaya. Business Cultures of the East: Traditions and Modernity

The article raises the question of the need for a scientific approach and understanding of integration and confrontational trends in the modern world where the East becomes a serious factor in global economic and political development. At the same time, the author considers the study of regional and national characteristics of business cultures of the East to be an important direction in her research, since they largely determine the content and style of both business cooperation and possible confrontations between the East and the West.

A. Ipatova. To the 400th Anniversary of Relationship between Russia and China. I. Petlin’s Mission to China (1618–1619)

May 2019 marked 400 years of relations between Russia and China, the largest powers belonging to different world civilizations. They passed the way from complete ignorance and misunderstanding of each other through conflicts, including armed clashes, to the realization of the fact that the right way to achieve good — neighborly relations is a peaceful dialogue based on mutual understanding and mutual concessions. The first step in this direction was taken by Russia by sending a mission of I. Petlin in 1618–1619 to China, where the Russian guests were received benevolently at the diplomatic level.

I. Sotnikova. From the Cohort of the Firsts: Yu Xiusung

The article presents an analysis of the political biography of one of the founders of the Chinese Communist Party — Yu Xiusung (1899–1939), who was educated at the Moscow Communist Universities and lived in Soviet Russia for about 10 years. The main milestones of the biography of Yu Xiusung are considered in connection with the stages of the internal political struggle inside the CPSU (b) on the basis of materials of the Russian State Archive of Socio-Political History (RSASPI).

E. Kalkaev. The Consulates of the Republic of China in the Soviet Far East and Siberia during the Period of the Great Terror

The article deals with the situation of consulates of the Republic of China in the Soviet Russia in 1937–1938. Chinese consulates were in an ambivalent situation at the time of Great Terror. On the one hand, they were the representatives of the friendly State and unlike many other consulates were not closed. However, the NKVD accused many members of the consulates’ staff of working for the Japanese intelligence. Attempts to protect Chinese citizens frequently were regarded by the Soviet officials as hostile activity.

N. Samoylov, Chen Bing. The Film Company «Manying» and Its Role in the Politics of Japan on the Territory of Manzhouguo

The article discusses the history of the creation and activities of the film company «Manyin» on the territory of the puppet state of Manzhouguo. The reasons for its rapid rise and the role in the implementation of cultural and ideological expansion of Japan in the North-Eastern China are analyzed. The main directions of activity of the film company are defined, the main genres and features of the film production which was let out by it are considered. The place and role of the company in the structure of political and ideological bodies of Manzhouguo are shown.

V. Samoylenko. The Current State of Traditional Chinese Medicine: the History of Formation

The paper analyses background and main steps for formation of the modern traditional Chinese medicine. The article highlights the evolution of Chinese medicine during the late imperial period and republican era, and transformations of the main theoretical concepts of Chinese medicine in the second half of the XX century.
