Summary

A. Davydov. China, USA and Russia on the Way to Renovation of the World Order

The article contains the characteristics of the so-called Big Three Countries and their current relationship. Based on their views on the peculiarities of the existing and future world order the author makes an attempt to predict the place and role of the three countries in the renewing world order. Recommendations are given for their optimization and building harmonious relations that contribute to the establishment of a lasting and long-term peace.

A. Tsvyk, I. Sorokina. China’s Policy in Central and Eastern Europe

China’s relations with the CEE countries are one of the top priorities of Chinese policy in Europe. To strengthen them and promote its own interests China has created a «16+1″format. The article discusses in detail the structure of the format, its features, main areas of cooperation within its framework.

M. Terskikh. Vietnam’s Approach to «Indo-Pacific Strategies»

This article examines the approaches of Vietnam to the Indo-Pacific strategies promoted by the United States, Japan, Australia and India, taking into account their declared and actual goals. Special attention is paid to the prospects of Hanoi’s support for these projects, first of all, the American concept “Free and Open Indo-Pacific”. The author comes to the conclusion that, despite its interest Vietnam is unlikely to support them officially, fearing the reaction of China. However, in practice, cooperation in key areas of the strategies will be continued.

Ya. Dyomina. East Asian Countries: Competitive Devaluation and Formation of Gold and Foreign Exchange Reserves

East Asia is characterized by a variety of exchange rate regimes with frequent changes. After the crises of 1997–1998 and 2008–2009 the States of the region sought to create a «safety cushion», taking advantage of the competitive devaluation against the US dollar. The results of the regression analysis show that despite the absence of an institutional framework for coordinated monetary policy in the region, in practice there remains to exist a binding of nominal rates of East Asian currencies to the US dollar.

O. Karpova, I. Mayburov. Electronic Customs Services in Russia and China

The article deals with the projects of digitalization of the customs services in Russia and China. The first of them is relatively new, the second is fully implemented and aimed at active expansion into the external environment. With a common goal of creation a single information space in this important area of the economy approaches to the implementation of projects vary significantly. The authors consider the stages of development of each project in chronological order, offering possible directions for their cooperation and coordination.

S. She. On Some Elements of Organizing the Business Activities in South Korea

The article deals with some elements of South Korean experience of organizing business activities. The adaptation of them can have a fruitful impact on the development of entrepreneurship in Russia. The importance of cooperation, vertically integrated relations and correct policies towards foreign workers are emphasized.

V. Andrianov. Singapore Development Bank as a Tool for the Formation of a New Industrial Economy

The article discusses the role of the Singapore development Bank in the implementation of the economic strategy of the State at various stages of the formation of a new industrial economy. The history of the Bank, the main spheres of its credit-banking and investment activities, foreign aspects of financial operations are shown. Financial indicators and world ratings are presented. The role of the Bank in the development of industrial zones, national innovation system, stock market, the formation of international financial center of Singapore and acquisition by the country of the status of a new industrial economy is evaluated.

S. Krivokhizh. Correlation between the Categories of «Sovereignty» and «Human Rights»: Beijing’s Position

The article examines how the concepts of «sovereignty» and «human rights» are correlated, according to Chinese researchers and politicians, what factors influenced the fact that the principle of «sovereignty» is more important in China than «human rights» and what changes this principle is undergoing at present. The author comes to the conclusion that with increasing involvement in international political and economic processes, it is more difficult for China to strictly adhere to the principle of non-interference in the affairs of other States and the rule of sovereignty. China’s approach becomes more pragmatic and flexible.

N. Sluka, T. Tkachenko. «China is Sending Disorder into the Western World …»

From the standpoint of geographical approach the article analyzes the conditions, factors and prerequisites of China’s rise in the international community. The current positioning of the country in the key geoeconomic structures, the growth of its influence on the development of world political processes through the widespread use of «soft power» tools are evaluated. It is assumed that the implementation of China’s new strategy, which is being tested on the basis of the project «One belt, one road», will lead to a radical transformation of the world order structure.

M. Zharikov. On the Efficiency of the Hypothetical Collective Currency for the BRICS Countries

The relevance of the article is manifested by the fact that in modern conditions of instability in the world currency market inclusive (collective) approaches are needed to minimize the impact of exchange rate fluctuations on export-import operations of the BRICS countries. The purpose of the article is to justify the possibility of transition of the BRICS countries to a common (collective) unit of account. The subject of the article is the methods and techniques to identify the economic effect associated with the adoption of a new collective currency. The article presents the effective data that can be used to assess this effect.

Song Byung Jik. The New Prospects for Economic Cooperation between the Republic of Korea and the Russian Federation in the Far East

The policy of the government of the Republic of Korea (ROK) is aimed at sustainable provision of its economy with resources from the Far East. Moreover, it seeks to open the way from South Korea to Europe. The implementation of joint projects in the format «Russian Federation – Republic of Korea – Democratic People’s Republic of Korea» is connected with the potential of cooperation between our countries on the Far East. As a result, economic cooperation between the Republic of Korea and Russia will allow both to promote their joint development and to ensure their security.

The author shares memories of the meetings with some leaders of the CCP in the 1950’s. At the same time, both their personal characteristics and brief assessments of the state of Soviet-Chinese relations in that period are given.

A. Pantsov. Zhang Tailei and Dissemination of Bolshevism in China

This year, China solemnly celebrated two anniversaries: 100 years since the formation in March 1919 of the III (Communist) International — the world organization of Bolsheviks, which played a huge role in the preparation of the Chinese revolution, and the centenary of the «May 4 Movement», which marked the beginning of the widespread Bolshevik ideas in China. These dates are a worthy occasion to recall the man who made a huge contribution to both the Chinese policy of the Comintern and the formation of the Communist party and the Komsomol of China — the Chinese revolutionary Zhang Tayle (1898–1927), who was in the early 1920s the main link between the world Communist movement and the emerging CCP.

T. Guruleva. Strategic Milestones in the Development of China’s Educational System in the XXI Century

The article describes the main milestones in the development of the educational system of China in the XXI Century, including decision by the XIX Congress of the CPC on education. It is concluded that the immediate strategic goal of the development of China’s educational system is to turn the country into a world educational power that will fully meet the educational needs of the Chinese people and the overall development goals of China.

S. Pogodin, Li Jingcheng. Zhou Enlai’s Political Activity Studies in Russian and Chinese Historiography

The article is devoted to the activities of the prominent Chinese revolutionary, state, political and public figure Zhou Enlai in the coverage of Chinese and Russian scientific literature. The works of Chinese researchers discussed in detail his many-sided activities in office of Prime Minister of the State Council of the PRC. The Russian scientists devoted the main attention to the role of Zhou Enlai in bilateral relations between China and the USSR.
