S. Uyanaev. Scientific Forum “Russia — India — China” in New Delhi: Some Results and Current Tasks of the RIC Format

The article deals with the results of the 15th academic conference “Russia – India – China” (RIC), which took place in New Delhi early 2017 and discussed the current state of affairs in this trilateral format of interstate interaction. Against the background of the discussions held, the author analyzes some of the results, challenges and lessons of the 15-year development of cooperation in the RIC format. The conclusion is made that the RIC structure continues to play an important role as a factor of advancement to polycentric world, as well as a tool of strengthening the strategic partnership between the Russian Federation and both China and India.

Yu. Morozov. The Prospects for U.S. Policy in Relations with China and Russia

United States while US President Donald Trump will continue to pursue the policy of global hegemony under the slogan “America first”, seeking primarily their own benefit. In particular, it concerns the Russian-American and Chinese-American relations. However, after 100 days of his presidency Trump had still not formed a full-fledged foreign policy strategy of the United States and on the international arena he currently operates largely reactive. The article describes the first results of the Trump administration’s policies toward China and Russia, as well as the immediate prospects for the United States foreign strategies.

Kim En Un. The Change of Regime in South Korea

The pre-term presidential elections in the Republic of Korea with a convincing victory margin over closest rival has won the candidate of the opposition center-leftist Democratic Party Toburo Moon Jae-In. This victory marked the return to power of supporters of the political forces in the Republic of Korea who were in power from February 25, 1998 to February 25, 2008. It is another step toward the realization of people power and the ouster through democratic elections of right-wing forces, preserving anti-Communist views and political methods of the cold war period.

A. Ostrovsky. Some Aspects of the History and Prospects of Innovative Development in China

The article considers problems and prospects for innovative development of China. The author estimates results of scientific and innovation development in the period of 1981–2015 and prospects for the 13th Five Year Plan (2016–2020). He analyses problems, which put obstacles in the way of the development of innovation economy in China.

A. Afonasieva. Chinese Zone of Maritime Silk Road of the XXI Century and the Role of Overseas Chinese in Its Development

The article rises the question of the economic impact of overseas Chinese (Huaqiao) on the development of the Maritime Silk Road of the XXI Century in China. The author analyses the territorial structure of investments and the sectoral structure of overseas companies in the areas of the Bohai Bay, the Yangtze river Delta, in southern coastal areas and on the south coast of the Western region of China through which the Road will pass.

In the face of slowing economic growth and the reduction of foreign trade turnover Chinese leadership intends to change the vector of economic development, to reduce the economy’s dependence on world market fluctuations, to form a new drivers of international economic cooperation. The implementation of projects of Economic Belt of Silk Road and Maritime Silk Road of the XXI Century (“belt and road”), presented on the world stage by PRC President Xi Jinping in 2013 is directed to meeting these objectives.

A. Kireev. The Border Policy of Russia in the Far East: Dynamics of Tasks and Results

The article describes the evolution of the state regulation objectives of transborder relations of the Russian Far East and assesses the effectiveness of their implementation during the post-Soviet period. On the basis of comparative and historical analysis of the political and normative documents and statistics major flaws of border policy in the region, preventing the achievement of its goals at the present stage, are revealed.

V. Kashin. On the Potential Impact of the US Third Offset Strategy on the Deve­lopment of Strategic Nuclear Forces of China

The article examines the likely influence of the US Third Offset Strategy, an important American defense and technological initiative on the Chinese nuclear forces development. The key feature of the strategy is that it is China-oriented and based on the US assessment of the Chinese defense and industrial strengths and weaknesses. It is being implemented in a situation, when the Chinese are already building up their nuclear arsenal to strengthen the deterrence of the US. The strategy can influence the development of the Chinese nuclear forces and affect the Russian-American dialogue on the arms control issues.

Tran Khanh. The ASEAN Security Community Through the Year and in the Future

ASEAN and its integral part — the Political Security Community (APSC) — were formally established on December 31, 2015. In practice, however, the formation of the SBA in 2016 has been slow and inefficient, particularly in regard to territorial disputes in the East (South China) Sea. The main reasons for this was not only a disordered structure of the ASEAN Community (AC), but national selfishness, lack of political will of the leaders of the SA and the policies of the major extra-regional powers.

M. Kovalchuk. Takenouchi Mission in Saint Petersburg (1862)

In 1862 Russia received the official representatives of Japan for the first time. Takenouchi mission, which was named by its head Takenouchi Yasunori, arrived to the Russian capital during their European visit in order to discover the Russian Empire personally, to learn about its political and economic structure as well as to negotiate on the questions relating to further development of trade and diplomatic relations between Japan and Western world.

The article tells about the Japanese delegates’ impressions after their visit to Saint Petersburg. The journals and travelers’ notes used in this article help to reconstitute an image of Japan’s northern neighbour that the representatives of Japan imprinted during their staying in Russian capital.

Ning Yanhong, Meng Fanhong. The Impact of Chinese Emigration on the Eco­nomy and Culture of the Heihe Region

The article covers the period from 1858, after the signing of the Treaty of Aigun up to the 20th–30th of XX Century. Chinese migrants were engaged in agriculture and trade in the Russian Far East. The Chinese received money and returned back home. The city of Heihe – an important centre of cooperation with Russia – is situated opposite the Russian city of Blagoveshchensk in Amur region. After return Chinese migrants mostly settled in Heihe on the Chinese-Russian border. They built houses and created plants, expanding economy and trade with Russia, supported economic development and construction of the region, their activities had profound impact on the local economy and culture.

K. Lyubskaya. Russian-Chinese Educational Service Market as a Platform for Establishing Long-Term Business Relations

The article is devoted to the analysis of economic aspects of Russian-Chinese coo­peration in the field of education. The author gives a brief overview of the history of the issue, reviewed the current situation in the educational partnership, outlines the key economic effects (direct and indirect) of cooperation between Russia and China in the field of education. The article also describes the features of informal business connections established during the study, the value of such ties for mutual benefits in the long term.

D. Kiba. Hippo Family Club Contribution to the Development of Cultural Dialogue between Russia and Japan

The article is devoted to development of cultural dialogue between non-state linguistic organization of Japan “Hippo Family Club” and Russian educational organizations and associations. Disclosed are motivations of the participants of exchange programs, their impressions of Russia and Japan, specificity of Russian-Japanese educational projects and the role of the Hippo Family Club in establishing friendly relations between the two countries.
