Summary

M. Titarenko. The Phenomenon of Chinese Socialism (Reflections on the Discussion of Chinese Socialism and the Outcome of the XVIII Congress of CPC)

Ideas about the nature, characteristics and prospects of Chinese socialism are analyzed. Consistent development and enrichment of the concept of socialism with Chinese characteristics in relation to the cultural and civilizational identity of China, its socio-economic and political system had been revealed. The content of the scientific development concept and its practical application were introduced. The utmost importance of theory and practice of building socialism in China for the future national revival and implementation of human dreams about society of justice and general welfare is testified.

A. Ostrovsky. The XVIII Congress of CPC: How to Build in China a Society of «Little Prosperity» («Xiaokang»)

Based on analysis of the CPC XVIII Congress documents and China development plans for 2011–2015 a conclusion was made that the 12-th Five-Year Plan period is crucial for the realization of ambitious plans to build by 2020 a society of «little prosperity» («xiaokang»). To solve this problem a provision had been made of doubling GDP by 2020.

P. Kamennov. Issues of Military Policy in China at the XVIII Congress of CPC

The article deals with the main aspects of military policy and military build-up in China in the context of decisions of the XVIII Congress of CPC: upgrading military capabilities, formation of powerful armed forces adequate to the growing international status of China, ensuring absolute control over the army by the CCP, carrying out the strategy of «active defense», military diplomacy.

The article examines the state of the environment in China and the reasons that led the leadership to put environmental problems in a central place at the XVIII Congress of CPC. The balance of emphasis in Congress environmental documents was considered.

V. Portyakov. Prospects of Further Rise of China and its Possible Geopolitical Impact

Various economic growth forecasts for China by 2020 and 2030 were considered. The possible geopolitical consequences of continued rise of the PRC, including its likely impact on the relations between China and the Russian Federation, are analyzed.

An attempt was made on the basis of summarizing the main features of the political situation in China, the US and Russia to disclose trends in foreign policy of the three countries and prospects for the development of relations between them.

V. Vorobyev. South China Sea: China and the Others

Situation in the South China Sea has recently grown into a risk zone inside the Pacific Rim. Nevertheless, no one has crossed the “red line” so far.

The core of the matter seems not to be limited only to territorial disputes between China and several South East Asian countries — ASEAN Member-States. By some of its aspects the South China Sea issue has already gone far beyond purely regional frameworks.

Yu. Morozov. Afghanistan after 2014: Stability for SCO States or New Tensions in Central Asia?

The paper analyzes the results of foreign military presence in Afghanistan and the problems of military withdrawal, US strategy toward Afghanistan and situation scenarios after 2014, the positions of Russia and China in relation to the situation. Joint international action to stabilize the situation in Afghanistan and the region as a whole are proposed.

D. Streltsov. New Change of Power in Japan

The article reviews the results of the early parliamentary elections in Japan. It examines principal electoral programs of political parties and provides a detailed analysis of the reasons for the crushing defeat of the Democratic Party and the victory of Liberal Democratic Party.

The authors examine the current state and prospects for the development of pipeline transport in China. They provide its general characteristics, analyze the history of formation, present organizational structure and regional pipeline infrastructure of the PRC.

A. Vinogradov. Studies of Chinese Development Models in Russia in the 1990’s

The article deals with the main directions in studies of China development in Russia after the third plenum of the CPC Central Committee in 1978, and the way they evolve. It shows the influence of the reform and socio-political processes in Russia to the assessment of changes in China.

N. Puzynya. Japan’s Policy in the South-Western Pacific (1950’s 1980’s )

The article deals with various aspects of Japan’s policy in respect of the South-Western Pacific during forty years of the XX Century. The study leads to the conclusion that in that particular period of 1950’s — 1980’s the foundation for further strengthening and development of Japan’s relations with the countries of the South Pacific had been laid.
