Summary

Ya. Berger. The Ideological and Political Situation in China before the XVIII CPC Congress

The article deals with the ideological differences within the ruling party, not only related to its socio-economic course, but also to common ideological platform, attitude toward socialism and capitalism. Their analysis helps to understand better the political situation in China and possible vectors for its further development, gives the key to the comparative interpretation of the situation in Russia, very similar in its essence despite the significant dissimilarity of the models used for development.

The article is devoted to the peculiarities of the ideological and political course of the CPC in the process of transition in China to a market economy, to problems and contradictions that arise at this stage, including the issue of political stability and some aspects of the evolution of socialism in China.

Y. Leksyutina. The Aggravation of Tensions in the South China Sea: A View from Southeast Asia, China and the US

The paper analyzes the recently aggravated contradictions in the South China Sea. Their peak intensity occurred in the first half of 2011, when its waters had became the place of a number of serious incidents between China and Philippines, China and Vietnam. The situation in the area was complicated by the ever-increasing activity of Washington, which by advocating freedom of navigation seeks to ensure its participation in the conflict.

The Chinese economy has set the task of creating highly efficient, high-quality production system. To solve this problem it is suggested to form modern machine-building complex in order to rise the level of technological innovation and industry in China.

The author describes the main trends and characteristics of Chinese investment abroad during the 11th Five-Year Plan period, gives forecast of the development of investment activity in China during the 12th Five-Year Plan period.

M. Alexandrova. Foreign Economic Activity in Liaoning Province During the Period of Reform and Open — Door Policy

Liaoning — the most developed province in northeast China — in the past 30 years faced, however, many problems, among which are cumber some state-owned enterprises, the sharp economic differentiation by the province districts. The article is focused on the measures taken in Liaoning in this regard.

P. Minakir, O. Prokapalo. Development Programs and Strategy for the Russian Far East

The paper analyzes the large-scale regional development programs, implemented in the Far East since 1930. The authors conclude that the «fuzziness» of targets and the dispersion of financial resources do not allow to solve tasks. Analysis of the Strategy of Socio-Economic Development of the Far East and the Baikal Region up to 2025 has shown its discrepancy and inevitability of updating the document.

V. Shiryaev. Development of Border Guards in the Soviet Far East (1922–1941)

On the base of departmental legal documents and originally introduced into scientific use archival sources the author describes the process of improving the organizational structure and system of border protection in the Soviet Far East in 1922–1941.

E. Biryulin. China’s Policy on Climate Change

Climate change has become in recent years the main focus of State environmental policy of the PRC. China has officially put forward the principle of «common but differentiated responsibilities» under which developed countries must recognize a major share of the blame for the adverse effects of climate change. At conferences on climate change in Copenhagen (2009) and Cancun (2010) China has managed to achieve as a whole the consolidation of its own position.

N. Mamaeva. Xinhai Revolution and the Idea of Constitutional Government

Xinhai Revolution opened the way for the modernization process in China, overthrew the foreign Manchu dynasty, that ruled in China from 1644, and proposed a new model of political structure and governance — on the basis of the constitution and within the framework of a parliamentary republic. It differed sharply from the traditional ruling model. The activities of the revolutionary government of Nanking (1912–1913), especially during the interim presidency of Dr. Sun Yat-sen, paved the «channel» through which a movement to modernize the political sphere had started.

Liang Shuming. Тhe Teaching of Confucius

The translation by A. Starostina of the chapter from the book by a philosopher of XX century Liang Shuming, who discussed with an advocate of westernisation Hu Shi and defended the idea on the positive role of Confucionism in Chinese culture.
