The article examines the problems of the SCO, the expansion of the Organization, the key parameters of the trilateral cooperation between Russia, India and China (RIC) in the con-text of the integration capabilities of the SCO. The article discusses the features of the present stage in the development of Russia-India-China sectoral dialogue, which refers to the tripartite cooperation in practical industrial and economic fields. Issues of further promotion of sectoral interaction within the RIC format are analyzed against the background of the processes occurring in other similar international formats, particularly IBSA (India-Brazil-South Africa).

L. Noronha. The Copenhagen Agreement and Cooperation in the RIC Format
The article discusses the issues and concerns related to the Copenhagen agreement, and considers the response of RIC countries to climate debate that followed the conference in Copenhagen. It further develops the discussion at the 9th Tripartite Conference of Scientists from Russia, India and China on the similarities and differences in national policies of three countries and proposed actions and plans in respect of climate change.

The author analyzes the challenges to security in Central Asia. He believes that achieving security in the region is very important for China, Russia and India. He makes a con-clusion that three great powers have enormous potentiality for cooperation in strengthening se-curity in Central Asia.

«Far Eastern Affairs» Roundtable: The Changing China in a Changing World
The main features of the domestic policy of China and its positioning in the Modern world are analyzed. The actual problem of Beijing’s relations with the world’s leading States and some neighboring countries have been discussed. Panellists concluded that increased eco-nomic power of China is already beginning to manifest itself in its conduct in the international arena.

A. Zhebin. The Korean Peninsula: the Dangerous Threshold
Analyzing the situation on the Korean Peninsula in 2010, the author, describing his version of events, finds that the sharp rise in tensions in the area had been caused mainly by South Korea and the US that support solving of nuclear and other problems of the Korean Pe-nisula by means of the elimination of the DPRK as a sovereign state. The author believes that the reasons for worsening conflict in Korea could not be understood outside the context of the development of very contradictory relations between China and the US — main sponsors and al-lies of the two Koreas.

V. Portyakov. The PRC Foreign Policy Tools in the Process of Modification
The article examines the process of updating the foreign policy tools of China in the last twenty years. Examined in detail are such areas the promulgated and implemented by Bei-jing policy of partnership, which is addressed to most of the countries in the world as well as the neighborhood policy, which targets the States bordering with China by land or sea. The au-thor investigated changes in the positioning of China in the UN and the evolution of China’s approach to reforming that organization.

The author analyzes the status and prospects of China’s external economy sector in re-cent years. He notes a number of favorable factors for further dynamic development of the Chinese economy.

V. Nekhoroshkov. Prospects for the Development of the Project to Connect the Trans-Siberian and Trans-Korean Railroads: Investment Aspect
The project to connect the Trans-Siberian and Trans-Korean Railroads offers great op-portunities to attract foreign investment to the regions of Siberia and the Far East, rich in min-erals. Besides it could also affect the dynamic development of trade between the countries of South-East Asia and Russia. In accordance with the Transport Strategy and the Strategy of De-velopment of Railway Transport till 2030, this project may include individual investment pro-jects, such as the Baikal-Amur Railway, Industrial Urals, Polar Urals, Transcontinental, the Mainland-Island Sakhalin.
